Looking at a big zoomed-out chart first for the direction, then a zoomed-in chart to choose the exact moment.

The fuller meaning

Using a higher timeframe, such as the daily chart, for trend and key levels and a lower timeframe for entry timing, carrying levels down each step. Clear rules handle disagreements: the higher timeframe sets direction, the lower only times entries, and traders stand aside when price sits between major levels.
