When the news everyone expected is already part of the price, so it does not move much when the news finally arrives.

The fuller meaning

Expected information already reflected in the price before an event. On the day, only the surprise, the part nobody expected, moves price, which is why good news can drop a price that ran up into the event and bad news can lift one that already fell.
