When a marketplace stops all trading for a while, for example after a very big fall.

The fuller meaning

A temporary suspension of trading in a stock or a whole market. US market-wide circuit breakers pause trading for 15 minutes after a 7% or 13% fall in the S&P 500 before 15:25 New York time and halt it for the day at 20%; spot crypto and forex have no such pause.
